I'm pretty sure the blue-eyes=deaf thing is strictly white cats and not any other breed. I've never heard of that type of deafness happening in any other type of cat.
Actually, a quick google says the official siamese breed standard requires "deep vivid blue" eye color. Eye color other than blue is a disqualification with the Cat Fanciers Association.
