By averaging the stats of the Pokémon used to create your Selfmon (which seems to me to be the fairest and most logical way to determine such a thing) each of their stats are as follows (Listed in order of "HP/Attack/Defense/Special Attack/ Special Defense/Speed" in case you aren't familiar with traditional BST format)

Sceptizard 74/85/72/107/85/110 (Sceptizard will be our Selfmon of interest, because NFE's will get eaten alive in competitive play.)
Analysis of Sceptizard
That's a pretty neat Special Sweeper you got there. Assuming that hybrids would have the combined movepools of both of its component Pokémon, it has plenty of coverage too. It's typing is pretty cool too, making its only weaknesses Rock and Flying moves. If I were to utilize Sceptizard in the current Gen VI competitive meta, I would run something like...

Nature: Timid/Modest
Item: Life Orb/Choice Specs
EVs: 252 Sp.Atk/4 Def/252 Speed
- Flamethrower/Fire Blast
- Energy Ball/Leaf Storm
- Dragon Pulse
- Ancient Power
It's not all raindrops on roses for Sceptizard though. Its typing gives it a Stealth Rock weakness, which is always problematic, though such things tend to hardly matter for a sweeper. With that low HP and iffy defenses, pretty much any Super Effective attack or neutral STAB move with decent power behind it will OHKO the grass dragon. Sceptizard is greatly threatened by anything faster than it, be it via raw speed or Choice Scarf. It must also be wary of tanks that can take a hit from it and OHKO in return. Sceptizard's biggest Gen VI problem is that it's complete Talonflame fodder. If Sceptizard were to ever come across this Gale Winged fiery bird of destruction, it best ought to switch out or raise the white flag.
All in all, Sceptizard is still quite awesome though, and hey, no Pokémon is perfect.

What did you mean by "poke pokers"? That sounds like a really messy sexual thing. You could try avoiding spelling errors and being grammatically correct, that would certainly help me understand you better. :P
I think a Mega Evolution would be overkill, but you go ahead and do what you want. I never really liked the megas. They come off to me gimmicky blatant fan pandering, and what's worse is how they didn't even distribute the Mega Evolutions fairly or logically, giving buffs to Pokémon that really didn't need them and ignoring many that did. In this arduous competitive Pokémon fan fiction that I'm still working all of the technical kinks out of, Mega Evolutions don't exist. Every Pokémon that once had one instead has been given exactly what it needs to make them competitively viable, no more and no less. Pretty much every Pokémon ever has been given some sort of viability boost.
Charizard for example is freaking awesome in my fiction because Solar Power was boosted to raise both Special Attack and Speed in sunny conditions at the cost of 1/8 max HP per turn. Thanks to the new Sun Rune item which gives the holder all of the benefits and detriments of sunny weather without said weather actually being set up, Solar Power Charizard holding a Sun Rune is an absolute monster. Sun boosted Fire Blasts, instant Solar Beams, a new STAB Flying move in Cyclone (a 90 Power Special move that eliminates entry hazards from the arena) or Hurricane for more power and rainy weather coverage, and any other Special coverage move, all of such makes Charizard a fearsome special sweeper that outruns even most Choice Scarf sets. Thanks to having Tough Claws in addition to it's other 2 abilities and a new item called the Life Prism (which works like the Life Orb, but causes physical moves to utilize the Special Attack stat and for special moves to utilize the Attack stat.) It can run a really mean physical set too, albeit not as fast as its Solar Power set.

Don't sweat not having X or Y. Personally, I think they are the weakest games in the series. Game Freak allocated too much of their time and effort making the region look pretty and creating gimmicks like Mega evolutions. It's because of this that the story is weak, there are so few new Pokémon, and the game itself if poorly balanced. X and Y don't hold a candle to B/W and B2/W2.
