"complex" characters are those with more than four limbs and a tail or two. Things such as nine-tailed foxes/kitsune, dragons, taurs, gryphons, etc fall under this category. Also, characters who have extreme amounts of clothing that is not optional.
Didn't quite have room, but also included in the ref sheets are color palettes and bio info.
Yes, I DO have specials sometimes, usually through my stream. The pricing there varies, but is always cheaper than these - but there's always a catch, such as only a certain type of commission available (usually only digital sketches, sometimes icons of a certain type, sometimes weirder), but I wouldn't bank on one of those for your commission.
