
Continuing in my Equestria dreamscape. I had some initial concerns that the Rainbow Dash School for Aeronautically Challenged Pegasus would be of the "Sink or Swim" or in this case "Fall or Fly" style http://www.furaffinity.net/view/7001015 . Therefore I was very happy that Dash insisted that before I attempted any form of flight I get some of the fundamentals down first. That way I might have some chance when I was pushed off a cloud, balloon, mountain, cliff, ledge, or tall building. Also I was to start receiving basic instruction in cloud identification, cloud making, cloud walking, and cloud manipulation. These were important skills since all pegasus are auxiliary members of their local weather service and are called up to deal with things like Winter Wrap Up and unexpected weather phenomenons.
To assist her in this endeavor Rainbow Dash enlisted the aid of Ponyville's resident professional book worm/ librarian Twilight Sparkle to assemble some study material for me to read. The result was an interesting collection of children's storybooks like "Flappy, the Fearless Flyer!" to various medical treatises dealing with rehabilitating adult pegasus who have lost flight capability due to illness or injury.
One thing I that was made clear is that I would have to greatly improve the muscle control of my wing and flight muscles. While a pegasus benefits from their flight/air magic to achieve flight, it is their flight muscles that keep them airborne. However it is not just brute strength but also subtle manipulations of their wings that makes flight possible. When it came to subtle control the answer with me was no. The answer was a regiment of exercises and drills designed to enhance my muscle control. Strength training would come later. The preferred tool for developing fine muscle control was my arch nemesis the ball. Oh I have become so familiar with it!
Through this all both Twilight and Petina have been very helpful and supportive. Although I think Petina got the most enjoyment out of reading "Flappy, the Fearless Flyer!" to me in a funny little squeaky voice.
Fortunately there is one thing that it appears I am a naturally at and that is cloud making, walking, and manipulation. Dash brought a small cloud down to our little cottage http://www.furaffinity.net/view/7012640 and within a few minutes I was standing on one. In less than an hour I had grasped the basic concept shaping an existing cloud or creating a new one from water vapor. The water vapor was provided by a large boiling cauldron that was resting on bonfire we built outside the cottage.

This may be the weirdest comment ever, but the way you draw Rainbow Dash's face reminds me of Bea Arthur.
Had to Google that one. Yeah of all the Mane Six I find her the trickiest to draw. Still haven't quite the knack of her yet, and yes playful ponies are best ponies.

That may have something to do with why fans like MLP. It doesn't seem to me to be all that much to do with whether/how often the main characters are kicking bad-guy butt.
That's not to say that that doesn't help, but just think about how much fan-development has gone in to some of the background characters.

A pegasus's ability to walk on clouds comes from their innate magic, but is there a way to momentarily turn it off so that you can fly through them, or does that involve more or less physically breaking through them, much like how one can walk on wood but break through it if you hit it hard enough?

Yes, it is not always on. Although the act of turning it on or off happens very deep down in almost the subconscious of the pegasus so you may not be even aware when you switch on or off. This is why Pegasus can sleep on clouds and just fall through when stop thinking about and drift off into dreamland.
As far as flying through clouds pegasus can but it something that has to done but it should be done with caution. All ponies generally have a better intuitive feel for north and the pegasus inner ear seems sense of up. Also a pegasus has a natural sort of altimeter that lets you have a general feel for what your altitude is, but when flying in reduced/ zero visibility it is still easy to become disoriented and fly into something hard and unyielding.
Also larger cumulus style clouds can harbor very unstable air that can batter a pegasus to the point of exhaustion. In worse case they possess strong updrafts that can hurtle a poor pony up to altitudes in which the pony succumbs to lack of oxygen and the cold. Never mind things like hailstones or heavy rain.

I feel kinda relieved by this -Dash was coming across as an utter jerk lately and she's never struck me as the "utter jerk" type, so it's great knowing she's willing to give you time before attempting to fly. I think it comes down to the fact that she is very brash, blunt and direct, and while it is true that flying is something that pegasus naturally do it also the most dangerous thing that pegasus naturally do. Therefore it is something that many pegasus take very seriously. There is not the equivalent of something like the National Transportation Safety Board in Equestria but there are often a Board of Inquiry that will investigate flying accidents, and these boards often release their findings to the general public for the public record.
Now unlike the NTSB these boards usually don't have to investigate any type of mechanical/ equipment failures since ponies do the flying themselves. Although there was the one case Rainbow Dash told of a very silly pegasus trying to fly with a bunch of copper wire in a thunderstorm. That did not have a happy ending. So the bulk of the Board of Inquiry focus is on unusual weather/ environmental effects, and what in our world would be described as pilot or operator error. Injury or death resulting from the pony failing observe basic flight safety customs. Flying in weather conditions beyond the pony's skill, or accidents resulting from a situation in which the pony was flying under some compromised condition from either lack of sleep, illness, or under the influence of some substance. An amazing number of the accidents come from ponies taking for granted their flying abilities and with a "lack of imagination" for dangers involved in flying place themselves into a situation in which they were unable to recover from their mistakes.
Now Dash knows that this happens to ponies that have been pegasus all their lives and have had years to develop this knowledge before they even take their first flight, but in me she has an adult that who has never flown and yet theory has all the physical features to fly but none of the knowledge. So she is proceeding rather cautiously. Also she knows I am a pony of some importance, and Princess Celestia would have all kinds of questions for Dash if I went "SPLAT!"

There's so much to like in this one! Petina reading "Flappy, the Fearless Flyer"* to you; Twilight delightedly showing you a toy (?) illustrating how it should look when your wings are flapping; and best of all, Dash's dryly sarcastic response to your cloud shaping skills. Hey, maybe when you get the flying down you could become a sculptor working in clouds and other weather phenomena.
And here's hoping that you don't end up getting a crush on Dash or vice-versa. It might makes things a bit too difficult!

Fine motor control of your wings? Well, you seem to be juggling a ball, so why not gymnastic ribbons? Although the earlier "cloud painting" would at least tap into your artistic aptitudes which would tend to be better encouragement.

Yes I did say Mr.Duckie. As far as exact quotes they are as close as can remember but I would still call them paraphrasing. Occasionally I'll tidy up a quote so that it makes more sense to someone who was not there, and there is also the game of telegraph coming into play here.
