I usually just call it that because it sounds cooler than just "water magic" and shorter than "manipulation of water". Waterbending could work, but that would imply he can control ice too, which he can't.

Water to ice maybe. Haven't decided that yet, but when it's solid ice he can't control it anymore without melting it first (which can't be done with just his power alone).
