I think he should accept that as a Legendary Pokémon, and especially being Mew, she get a lot of love... and in fact, already got one permanent relationship. Marriage imply exclusive relationship. Why should she limit herself to him and him alone, throwing away all of her feelings for every other male she feels, including many she is currently loving? Why would he consider that their own loves, and her own love for them, is inferior compareed to his own? What right do he have to judge their feelings or try to bind her? Do he consider that whatever feelings she may have for him would means nothing unless she is 'shackled' to him?
Mew is 'easy'. She give a chance to all males, consider each relationship, each love to be unique, even if brief, self-contained. May it be shallow hormone-driven one-nighters or deep passions that last until she outlive her partner, every love has its chance.
But if he cannot accept that she isn't some female to be wooed and that she cannot be 'his' even if just because of her immortal nature, then he is doomed to forever receive the reply 'No. Go away' from her.
Besides... although on one hand it is kind of funny to see him unleashing the same kind of persistance and silly tricks she would use, he do exhibit stalker behaviour and a certain smugness that is quite a bit less gracious than Mew's superficially childish impatience.

Love is a complicated feeling. When one think about it, it is merely the result of the mind trying to justify reproductive instincts and hormones while applying a base of friendship to it. But then, that is only simplifying things and there are many ways it can go.
There are many stereotypes about love and it is a hard to understand feeling for it is a very vague, open to interpretation one. Even many people with genuine experience feel it without understanding or thinking about it. Relationships are not all alike and love cannot survive on passion alone ; a connection must exist, and said connection can be in many forms and shapes.
In Mew's case, it is important to remember that immortality means that relationships are always finite to her, except for maybe the one she have with her opposite, Mewtwo. Likewise, if only because she outlive every single partner she gets save for other Legendaries (and even then, only the 'real' unique ones ; she outlive 'mundane' Legendaries as Mew is an 'embodiment'/top-tier Legendary), this means that by default, unless she force herself to loneliness, no relationship can be truly exclusive, which drives her to see relationships in a different light.
Mew is the Legendary of Light & Love. By Pokémon standarts, she is incredibly attractive and she embrace it. Whenever she feel the call in her body, in her mind, in her heart, she will follow it. Zaniper needs to understand her, accept her, and love her for who she is, not simply as an attractive female. If he can get that, a relationship will start between them. Likewise, if Mew get past Zeniper's initial stalker behaviour, she may get to see that he has actual feelings underneath that smirk of his.
By the way, I'm really glad you like my comments. I had experiences and gave the principles of love, relationships, and the effects of eternity on relationships a lot of thought. I've spent a great deal of time writing characters and relationships, trying to theorize on how some points can influence characters and their choices.
Mew, in particular, is an interesting case because of her immortality and her happy-go-lucky character. It's very easy and very lazy to go with the 'immortality = loneliness' method regarding immortal characters, one which I've grown to dislike over time. As the lifespan of people increase, our point of view changes, it does not devolve into despair. I don't see why the existence of a limit or the lack of one would change this. As Mew, in this setting, is the oldest of all Pokémon, being Arceus's twin sister, she had billions of years to reflect and to grow. Considering how happy-go-lucky Mew always is, it all indicate that rather than angst over the fact that she outlive beings, she instead choose to marvel over how the world never cease to surprise and amaze her even billions of years after the beginning and likewise, choose to be grateful and appreciate every relationship as it is rather than be afraid of how they will turn out. By extension, she choose to cherish the memories of lovers and friends she have, glad she got to experience them, rather than let the fact that they're over crush her.
I know my comments are long and I may wander quite a bit into theorizing but then, Mew is one of my favorite characters and I admit that your comic is a funny beginning. Likewise, I like the way you draw the characters, making them more 'human-like' without resorting to making them anthros, something that is rather hard to pull off. I admit I especially like the way you draw Mew, both her body as a whole and her outfit. And looking through your gallery, I noticed that you did at least one Legendary x mortal comic before and that unlike so many writers, you actually do touch the question of how the Legendaries' powers and immortality affect their relationships (with Suicune refusing to invest himself because he knows that he'll outlive his partner in your last comic).
In short? I have high hopes for your comic and I hope that my walls of text will prove both interesting to read and helpful for ideas and what not.
