It looks like it was done in a 3D program and painted over kinda.

I asked the artist about it and that's actually what he does. He does the base pose and such in 3D, and then puts it into photoshop and puts lineart over it. I think it's a pretty neat technique. specially since I'm learning 3D myself and know how hard 3D is xD
