I think there should be some sort of group that can be turned to if the judicial systems decision isn't publicly sanctioned and the emperor himself doesn't want to get involved, maybe like a clerical type organization?

Interesting idea, essentially only the emperor can over turn any judicial decision, the civil council can for any that involve what falls under their jurisdiction, same with the military council, but to do so they must get majority vote, and the high chancellors vote.

There are religions, (they worship a pantheon, similar to the Romans known as the 12 gods,) so it is possible the Churches can get involved as well.

I'll ponder this...
