It's a good stand-in, but the general-purpose staff is much more useful than a magical tool that is optimized to be used as a weapon.
That's actually a rule of thumb for my fantasy setting: staves are general purpose magical tools designed as good all-around channelers, while rods and wands tend to be "designed" for one spell or one type of spell to the exclusion of all others which makes it a lot easier to cast magic with that particular tool. So, a wizard's staff is his or her generic tool that is useful in civilian or combat applications, while his or her wand is most likely his combat fireball spell or some equivalent. Some wands are so well designed that all a mage has to do is channel power into it and it "automatically" performs the spell. Swords are trickier things and tend to be either designed to channel magic as well or have a spell built into them.
