My universty age me would have loved to calculate the speed of that bullet.
Now I can only say. That's way to loud for not protected hearing/glass.

It depends on the tech. But, in base phisics, yeah.
If it is, in fact, a "simple" railgun. Well, the max speed is not to high. Managable with a body of that size.
[Railgun "only" have a magnetic suspended rail and a magnetic launcher at the back, giving a top speed. Higher than gunpowder by a lot. But still]
A coilgun, or gauss cannon, is more probable. And the recoil is, endeed, punchy as hell.

What I think would be nicer, and WAY more expensive, is actually a minirocket railgun launcher.
A "simple" railgun that gives a initial propulsion and direction that trigers a self propeling proyectile.
That would not have a lot of recoil. But each bullet would be a smal fortune for today's standars.
