Yes, those are orchestra-hits instead of strings. I realized that the song never actually *had* strings, and all strings-like sounds were part of the orchestra-hits. There are also square waves in this MIDI. ActRaiser's music seems typical of c. 1990 music, where even when wavetable instruments were possible, a lot of music was still composed with 80sesque synth instruments, even alongside acoustic ones.
