The rollerskating vixen, who was one of Rocko's many love interests (just like Claudette, Alicia, Melba, and a few other female characters.)
Sheila is my most favorite female RML character; she's basically RML's version of the then-nonexistent Patsy Smiles (my most favorite female CL character.) She only appeared in the episode "Wallaby On Wheels", and as such, suffered the same fate as Rocko's other girlfriends (never to be seen again in the series, which sucked.)

As for getting my references, I search for official images using Google (though they haven't been very reliable regarding that lately,) and I also make screencaps from videos and DVDs; a lot of the characters I've drawn recently (such as Roderick and Rhubella Rat) have been done that way, since official images of them are almost nonexistent. The character in this picture was also done exactly the same way!
