Materialized in the result of self arranged incident on the advanced energy-complex "Gnascor", a private project of the Agency, using it's self regulating supercomputer AI, experimental thermonuclear reactor and enormous amount of energy in reserv-blocks produced by it, to invoke massive causality distortion and reorganization of the whole complex into his new material body.

Backstory:
Pursuing the original purpose of his arrival on Earth, he began monitoring and regulating all projects and initiatives that could potentially become a threat, which he foresaw in the Phase of Order, using the resources and influence of the Agency on all institutions of society that it could reach.
With the increase in powers and followers, his goals began to shift towards indulging his ego and satisfying personal ambitions, and he directed the resources and influence of the Agency to sabotage projects that would pose a threat specifically to him, his status and leadership position.
Knowing that the removal of his will from the Phase of Order would trigger a slow but inevitable split of the Agency into different centers of interest, Nether planned to stop it with the help of the causality controling machine created under the "Mitescosm" project, but to no avail.
As abuses of power began to drain the Agency's resources, ruin the Agency's reputation, and break its leverage, his former subordinates and allies declassified the organization to gain support of humanity and make a deal with the ketosy.
After briefly resisting forces of ketosy, humans, and former Agency operatives, he was tracked down, captured, and taken under ketosy custody to a laboratory on the ocean floor, where in anabiosis he spent the next thirty years.
