It sounds like they're opening for commission requests. It's not guaranteed that by filling out a request that you'll get a commission, just that the artist may get in touch with you at some point about a commission. They're estimating that a lot of the older requests from people asking for commissions that have been waiting a while either don't want the commission any longer, or may not be able to purchase a commission at this time since there's been time. They just want to check in with those people first.

It may seem a little confusing, but there's nothing inherently wrong with it as long as they haven't taken money from the individuals on the waitlist yet tbh.

Yep! This is it exactly. Adding to the fact that I haven't been taking commissions from that list for nearly a year now, I'm expecting that most people on it aren't going to be interested in getting art any longer.

And as mentioned above, no one on the waiting list has been invoiced, nor will they be unless I decide to take on their piece. I'm trying to get more regular with taking commissions and this is step one :)
