OK, I admit is one more thing to get worried about and that they're people dying because of this, but seriously, think about it.
We're in crisis. The whole world is on crisis. And this includes the United States, where all the trouble began. The last time what we did to solve the 29's crisis was to make WW2. And as war now is almost illogical, but the goverment is still losing money; what they do is to invent an not-too-dangerous-but-that-makes-people-feel-sick virus so labs and all the related to hygiene staff earn loads of money. Part of that money obviously is given to the Goverment by taxes.
They could do it. They've got their own labs with biological weapons.
But oh hell, the official version is another one.
Think what you want. This is a free country.

*Sigh* It may be free, but a lot of the ulterior machinations are just plain wrong.
