Did FA stop caring about stolen art?

It feels like reporting stolen art is useless now, atleast if the art in question isn't from the one reporting (as in, if I report art I know is stolen from someone else). What's the point of even having a section in Upload Policy about users only being allowed to post art made by them or for them (or, with permission) if it's not being reinforced in any way? Might aswell delete that point lol
I once reported some photos stolen from other websites, got a response but it was basically "oh well yeah the one who own the rights need to do the reporting" and the photos stayed up and the user in question didn't get a warning or anything. Right now there's an user who posts Patreon-exclusive art from others, I've reported them almost two months ago now, the trouble ticket got switched to another reporting category buuut that's been it so far, I'm guessing absolutely nothing will happen to it or the user in question next.
So uh yeah, I guess uploading stuff from artists who won't be around to report is all good. Might aswell make an account and upload all of Karabiner's old art or something. I don't feel like alerting the staff anymore when I find users doing something like that.

Some artists give permission to individuals to post content for them as an art manager, or perhaps the individual translates their content with permission and the individual is allowed to share the translated content. While we still require people to cite source, wrangling hundreds of thousands of users to all fall in line with the rules and policies can be quite the challenge.
