Question Regarding Artists Selling Wallpapers/reselling a...

So this is just a general question I have which well i'm hoping some of my followers can answer, but I've noticed a few artists on FA selling packs of like high resolution versions of art that was was commissioned from them which they're now selling as separate little things for people to buy as wall papers and such.
So like, how is this an okay thing? Like maybe i'm just kinda ignorant and if so someone please correct me but it seems kinda wrong and not acceptable for an artist to do, no?
So like, say you commission something from an artist for say... 100 dollars. Art comes out, they give you the art and usually most artists do a higher resolution version for owner use. But then and I won't name names because like this is just me being ignorant of something which is why im even asking but then these same artists then proceed to resell those higher resolution images to random other people to use, essentially allowing an artist to double dip in terms of profiting off the art, but like... how is this okay?
Like this is significantly different to the artist like using the art for their portfolio but instead its them actively profiting multiple instances over art they've already profited on and from my viewing of FA over the past while this seems to just be an accepted thing and i'm not sure if im like missing something?

If neither of those things have been done they own the right to the artwork and can do whatever they want with it. Generally If you don't want an artist to do these things you have to pay more.
You own the intellectual property that is your character design, but you allow the artist a license to draw your character when you commission them, as far as I understand.
Personally I'd be so happy someone wanted to buy a print or wallpaper of my character and it got the artist a sale.
I guess i'm on the opposite spectrum of things though to you like, I wouldn't be happy about that since like my sonas are mine and are an extension of myself, and like I like sharing my art here on FA but end of the day the art I have is more personal and for myself and the person involved if its a 2 person pic. Kinda the same reason why I don't get involved in YCHs that are multi slot where one slot can be say someone I literally don't know lol.
