What's a good program to use to animate things and make gifs?

I've used Photoshop before, and I know CSP has features for it and seems to do it pretty well. I'm fairly sure there's another program that's more specialized but it's also more expensive.

Clip Studio Paint. I'm also fairly sure the animation program is one of Adobe's offerings.

I don't like Photoshop too much either these days. CSP is pretty good, and the Adobe program I remember was a simpler one focused on animation.... oh well. Might be better off Googling than trusting my memory.
