What do they hope to achieve by doing it?
So there's this one user (female) who has been making alternative accounts and posting a lot of hateful stuff, most of them mocking the admins of this website and telling other people to kill themselves
Even when the account gets banned, they just make another account...why?
What does she or they hope to achieve by doing this?

Could be for attention
Could be for venting
Could be just because
They aren't doing hate art of any character
Just don't interact with them and you'll be safe
*Hugs*
First off, they themselves feel underappreciated, and thus they end up in a sort of circle of trying to get attention in negative ways because that's their tried and true method, and because everybody hates them being negative, they feel underappreciated. It's never going to stop until someone breaks the cycle; either they realize the error of their ways and try to make amends, or the folks being negatively affected take a moment to get to know them and teach them the right way to do things. Since the negative person legitimately doesn't know how to fix themselves and... well, nobody wants that responsibility to correct them, it's just going to keep happening.
Second, we as a society often advertise "normalcy" as a priority. Everyone must go to school. Everyone must drink milk for calcium. Everyone must find a place of their own at 18 years old. Everyone must celebrate Christmas. A lot of it is honestly the practice of large retail companies trying to capitalize on our own feelings of inadequacy to force us to "want to be normal" by telling us how: buying their stuff.
Thirdly, they're not solely to blame; it's a whole mishmash of little reasons that stack up. Bad parenting, scarring childhood experiences and traumas, bad influencing videos on the internet, awful role models, inconsiderate teachers... the list goes on and on. The only way to know the true reasons is to get to know them. And who really wants to get to know such negative people? It's like going out and chatting with the smelliest (how can they help it if they have no means to shower?) drug-addicted homeless person in the world to learn how he ended up there in the hopes that you "might" be able to give them life advice.
What do they hope to achieve by doing it? They don't hope to achieve anything aside from giving themselves at least a little bit of satisfaction on exercising their "normalcy", even if it's at the expense of the happiness of countless others.
And that sucks.
