I can finally open commissions again.
Since PayPal doesn't work in Russia as well as a lot of other online banks and transfer platforms, the most stable system at the moment is Russian Boosty. I really hope you don't mind using it.
Actually Boosty is the same as Patreon, here you can support artists by subscribing them or donating any amount to their goals. You can still use PayPal for the payment, there are also other payment methods if you don't want or can't use PayPal.
Unfortunately, Boosty only works with rubles for now, so when you pay for the commission, I'll glad to help you with the exchange rate if you need it.
