name and shame commission failure

i wanted to avoid this at all costs but i cannot continue being nice.
almost 2 years ago around june 2020, i commissioned, Telehypnotic ( https://twitter.com/Telehypnotic )for a 3d model of my OC, the cost was 700$ paid upfront. after the time to start or inform me of a start date i was informed that his life circumstances had changed which would prevent work indefinitely as far as mine would go. as he had a backlog, i was fine waiting to get mine refunded since i was far from first on that backlog. much time had passed and it became more evident that he was still far from being in any financial situation that would be able to refund me or those before me.
while i doubt it was done out of malice, he failed to deliver the product and was unable to repay me what was owed after nearly 2 years.
be carful with paying large sums upfront, and do not let them go pass the paypal refund deadline, even if they are a nice artist/animator/ect.
i blame myself more than Telehypnotic for this happening, and i wish them a good life.

Honestly people should NOT take large sums of money if not able to work on the thing.

As I was looking for a design to make my human a succubus, I asked him to draw me 10 sketches in sequence to progress step by step.
300, which was supposed to be $30 a sketch.
I figured why not. 150$ to start, and 150$ for the last 5.
So is it because he was Russian and I was French, but the final result was a $300 colour drawing, not bad, but far from what I asked for.
And he wanted 700$ to do the 10 drawings in the end....
