New streaming questions for the future

Hello guys!
Now, I got a new laptop, and it appears to be faster than my previous one.
The specs are the following: Intel Xeon E3-1505M 2.8 GHz, NVIDIA Quadro M1000M 2 GB VRAM, RAM 16 GB, HDD 500 GB.
So here are my questions about it:
1- With these, do you think I can run a stream with these on Picarto with ease? if Yes, should I go 480p or 720p? knowing that I still have to regularly manage my Internet data that has been quite fast here.
2- If I had to stream for some of you to watch it, what would be the perfect time interval for me to begin? About it, my timezone is GMT+1, so I might have yours and hear your thoughts about it.
