I usually go first come first served on these, but wouldn't it me more fair if i just make a commission form for people to fill out and keep it open for a day or two so that everyone can get a chance?
How would i choose, then. Do i pick the ones i like, or do i pick at random?

Yes please. First come first serve is very rough.
I'd say if you REALLY need commissions, FCFS is the way to go.
If you want to enjoy what you draw and get paid for it? Artist's choice on forms or what have you.
If you're fine with whatever and don't mind, pick at random.
From my own experience, it can be very frustrating to spend a lot of time filling out a (sometimes rather detailed) form - and then one never even hears back, not even a "sorry, not interested", or something along those lines.
