Yeah, it is kinda trippy.

I always figured it was two for proper scraping/clasping, one for post-removal clean-up. Then they're either sanitized in-toilet or a staff member has to do it. I'm uncertain, of course, but that just always made sense.

My adolescent self just loved like the solution Stallone's character came up with for his, err, potty predicament, though. On top of the toilet humor, it was very much a "two birds, one stone" approach... sorta like how Lemuel Gulliver put out the fire at Lilliput Castle.
