Be grateful if you dont live in FINLAND and let me tell you why.
You see, in Finland your fines for driving violations arent exactly set in stone. In fact, theyre not even measured by a certain dollar amount at all. (or the markka, as its called). No, authorities in Finland actually open up your financial records and find out how much your income is - then they fine you a PERCENTAGE of that.
Take the unfortunate case of a man named Anssi Vanjoki. if the name rings a bell, he was one of the directors of Nokia in 1999. Mr. Vanjoki, younger and more at heart, was taking his Harley Davidson out for a joyride in Helsinki, Finland, and was caught speeding by authorities. In the subsequent booking process, he was ordered to pay a fine equal to 14 days of his income...
Total of the fine?
11.8 million British pounds - Or approximately $14,656,768 :D
But surprisingly, people are accepting it even today in Finland, and Switzerland and other countries. Maybe its NOT such a bad idea to punish people based on their income. The only problem with that is here in America we'd have a bunch of toothless inbred yokums speeding along the highways in their trucks ad nauseum. =P
Yeah, sometimes the system doesnt work. :D

Seems like a good system to me.

To be fair, Finland doesn't have a lot of toothless inbred yokums.

I'd say that progressive penalties make FAR more sense than what's employed here, which serve to overwhelmingly penalize and incarcerate poor people merely for being poor.
