doesnt the military have programs set in place to arrange pre-approved foster homes for soldiers' pets? they really ought to have something similar for children for christs sake.

Well, the military was giving her an extension for her to find someone to care for her child, but they revoked it because they don't believe her about having trouble finding someone. The program's there, but it's at the military's discretion.
