Lula so weak and pathetic he makes Biden look strong.
Not only he's minority on both chamber and senate, recently his few dedicated allies tried to pass PL 2630/ PL da Censura (Bill 2630/Bill of Censorship) which essentially made possible for them to censor Internet just like China does especially social media, it went to a level it got the attention of Elon Musk of all people.
It was so unpopular they didn’t even tried to vote it during one of the sessions, despite rushing to get it to voting especially from the president of the chamber (speaker of the House equivalent).

• Proof of the economic capacity of public companies:
Companies responsible for the current service contracts should prove economic and financial capacity to continue with the established activities and goals of universalization until December 31, 2021
Lula increased the deadline to December 31, 2023. Regularization of the provision of services by December 31, 2025.
• The possibility of contracts without bidding:
Paves the way for state-owned companies to provide sanitation services without bidding in metropolitan regions, urban agglomerations or micro-regions.
Originally, the legal framework of sanitation prohibited municipalities and state sanitation companies from signing contracts without bidding. The text established that all new contracts should go through competition between the public and private sectors.
• Of the limit for public-private partnership (PPP) contracts:
The legal framework for sanitation established a limit of 25% of the revenues of a company providing sanitation services for the signing of public-private partnership (PPP) contracts. Lula's decree ends this limit.
• And the criteria for federal transfers to concessions:
The decree also encourages the bids to adopt the value of the tariff to citizens as a selection criterion. Federal incentives will be prioritized for places that follow this criterion or goals to anticipate the universalization of the public sanitation service
With the commitment of the opposition, excerpts from the decrees were overturned by 295 to 136 votes. The Chamber decided to remove the devices that:
• Allowed contracts without bidding by state-owned companies in metropolitan regions, urban agglomerations or micro-regions;
