Yes, they're still there but aren't very popular.
Sadly they aren't many place to go but I can also recommend you Newgrounds or create a public Telegram channel.

It's not a gallery but it could be another place to get your art out on the side, a place where there's no punishment for external links to your gallery. Maybe Mastodon is a place for you? It's better than Twitter.

It's another social media platform but better and more welcoming, perhaps even safer than Twitter. There are furry instances that you could sign up with such as Blimps.XYZ or the like, and the best part is, there are no garbage advertisements. In fact, there are no ads from major corporations at all. As for another website other than FA but not full of elitist pricks like Weasyl that you can use as an art gallery, I'm not sure what I could recommend. If you find yourself interested in signing up for Meow Social on Mastodon, I could generate a private, one time use invite link for you over a direct message in Discord since you're a friend.

Basically just Twitter, but with a lot of servers that are semi-separate yet interconnected and larger text limit.

Be wary on that one. Most of your stuff probably wouldn't have any issues, but NSFW on Pixiv tends to have random issues thanks to it falling under Japanese censorship laws. Expect to have to blur certain parts or use tons of tiny black bars!
