Anyone growing Carolina Reapers that can answer a "?"

How long does it take for them to start actually growing from seedling?
I put a 4 inch wide by 5 inch tall seedling into about a 16 inch pot that has a inch of "river rock" with the rest being specialized vegetable soil mix.
It has been fed twice in the past 5 weeks and is watered daily. We got it about a month ago.
I cant tell if it has broken out of its "seedling" stage yet and taken root in the new pot or what its doing. Its certainly not dead yet.
I'm seeing no growth on it.
I know I wont get peppers till at least September (120-140 days maturity) but I'm not even seeing flowers on it yet
My parents Serrano in a big planter box with other vegetables has nearly doubled in size and is throwing out the first bits of flower buds alongside our potted sweet Shepard/Horn Peppers (same light and moisture conditions)
Are they just slow growers or do I need to get a monster 24 inch pot (and fill it with soil and rock -- delaying it further)?
I cant tell as Ive never grown a "super hot" before.
At least not from this stage
