Definitely Tizoc in 2D.
I like his design, I like it him not being your usual grappler character since he has all kinds of moves which helps if you aren't good with the 360 motion you normally have to do.
In 3D games it's King, he is (in my opinion) a good character when you're a beginner but also interesting for people who're more into fighting games and can pull his chain grapples off.
