Thank you so much to everyone who commented and shared advice on what to possibly do in this situation and I'm sorry I haven't replied to everyone, I had a lot of things happening irl at a fast pace so I've rarely been here.

For now Koda will be staying with my parents until my certificate for him to be an ESA goes through, and on my days off I will be working closely with him on his anxiety...so far he has gotten SO MUCH better, but I've yet to leave him entirely alone.

It seems his "chill place" is out on the balcony where he is in the shade and can see what's outside around him, but even still it is very hot right now, and I don't wish to put him out there alone just yet, even if I do have a lot of fans out there for him.
