Anyone tech savvy know how to finagle telegram?

is there a way i can just have a telegram account without having one on my phone too? because i cant do anything internet with my phone. it all desktop only. like i cant get telegram on my phone, let alone wifi, for a host of possible technical issues
although might not want to do the no phone method if you don't like blockchain stuff. or using google call or some other app to fake a phone number alternatively...
