People are leaving because they don't agree with the policy update.
Some artists have nuked a good amount of their galleries and/or stopped posting altogether.

Was it the policy change relating to cub art? Or was there more to it?

Apparently, it's more related to the complex nature of Pokemon and Digimon species and their "age". FurAffinity has been criticized over the years primarily for its purging of "cub porn" but there is a justifiable reason why they do that; back in 2011 or so, they lost a great deal financial support from investors due to what the latter perceived to be "child pornography" (which is, let's face it, illegal). Even though it was just drawings/paintings of anthropomorphic animals and not live people (whether or not it counts is a seriously contested debate to this day), and ever since, they've been economically coerced to ban any mature/adult art with depictions of underage sexual acts of any kind, shape or form. Pokemon and Digimon are quite the messy subject to integrate into this case, since sometimes their first evolutions can indeed look akin to underage and make their evolutions look like their more mature stages, thus complicating the issue further.

Definitely not dead, but many have expressed their disdain and concern over implementing vague rules as well as picking what fictional species aren't allowed to be posted. EX. Some digimon/pokemon despite canon stating they can be old and unevolved. FA decided none would be allowed. Such as Riolu, now banned in adult work.

I think people were pissed about the policy update. It was meant to target cubs, but ONLY if it was related to pokemon or digimon: fandom which are notorious for short characters.

There's also just an overall dissatisfaction with Social Media in general.

I dunno, but I remember a bit ago people were talking about bailing to other websites due to policy changes on FA. Though I think it was more that the FA staff couldn't agree on what is and is not okay, with some being told their art was against the policy by one staff member, while a different staff member would say it was okay.

I know that interaction always greatly drops around big conventions, and AnthroCon wasn't that long ago. Typically folks tend to want to save money beforehand, and be broke afterwards for a bit, too.

I like using PostyBirb to post to a variety of places, and whenever I'm taking commissions I have people submit a Google Form to funnel them all into one place.

Not that I've noticed. Nothing seems to have slowed down from what I see on the day to day
