Ukraine's President Zelensky has mentioned the deaths of two women in a Russian missile attack on Chernihiv in his 21-July-2023 video address:

UKRAINE. ~ In a video message given on July 21, the President of Ukraine, Volodymyr Zelensky, stated that Ukraine would retaliate against Russia for its fatal strikes against the oblasts of Donetsk, Chernihiv, and Odesa. Two children were killed by Russian shelling in Donetsk Oblast on July 21, while two ladies were murdered when a Russian missile hit a community center in Chernihiv Oblast. Both deaths occurred on the same day. According to Zelensky, Russian missiles and drones have also struck Odesa and other regions in southern Ukraine. “Only the most vile of people are capable of committing such atrocities. We will respond,” Zelensky stated.
