Did you try to pay or did get paid? - If you received the payment it usually means there is a problem with the payers funds. If PP could not charge his credit card or his account is locked.

If you tried to send money to your own credit card or bank account, it means Paypal has send the money but did not receive a confirmation of your bank yet. 7 days is quite long. Try to contact the support. in most cases they are helpful.

Then it is some problem on the customers side. Had the same issue some time ago. PP explicitly says: Do not send out goods until the transfer is completed. The transfer may still fail in the current state and you do not get any money at all. Try to check with your customer, maybe he/she can tell you more.

It may be due to someone putting in a shipping address and it's waiting for them to "receive" the product. I had PayPal do that and hold my money until after I provided a tracking number and then 7 days after delivery date.

But in this case the transaction should be marked as "on hold". - BTW: There should be a option for "no shipping required". The customer has to confirm this and then the hold is released.

Only if the customer selects it when sending the payment. If they forget and leave their shipping address on there and then send it, it would place it on hold is what I'm trying to say.
