It's as gloriously chaotic as one would hope from such a game. Although I do not remember the original F-Zero being so squirrelly with its controls. But maybe that's due in part to how many decades it's been since last I played the original F-Zero. Or they just made adjustments to accommodate the massive number of players. I have no idea.

It definitely can be. Especially during the first few moments of the race, when everybody is still cluttered together. Then it starts calming down a little bit as the crowd starts spreading out a bit, and racers are being eliminated. But even then, there's almost always a lot going on unless you're near the front of the pack, which usually doesn't last for very long from my experience.
