This is one of the Reasons why Deviantart is one of the Worst Art Sites on the Internet, Because they have bad management, and they also don't do anything about the Trolls, Bullies & Art Thieves on the site and sometimes the thieves use AI Art to copy someone's artwork just to claim it as their own.
