Artist getting stalked and harrassed (advice)

WELCOME TO MY JOURNAL
so,i won't say the artists name...but this has being going on for a year or so as they told me themselves.
(yes i have permission from the artist to say the story to help them out)
Daily commissions for a specific person and the so called person stepped over the artist's limits many times and the artist was being really kind all that time,till the ''client'' was more and more pushy and started to stress the artist out and the artist had to cancel other clients or pretty much try all day and night to finish the other pilled arts from other (normal) clients who understood their situation.
the artist started to limit the amount of times the ''client'' could commission (the artist is in uni and has to focus on their studies).
the ''client'''said they were addicted to this stuff and they had to visit a therapist, which meant they had to step back on commissioning the artist.
after 1 month (or less,can't remember for sure). the artist contacted me again telling that that ''client'' is forcing them to get commissions again . (the artist gets a commission once or twice a month from various people).
The artist saw the same day at least 5 or 6 messages on many of their socials from the ''client'' telling they want to commission again every single day,they don't care about the artists needs or uni .
Just because the artist was making art for other people (my guess the client wants to be the ONLY ONE to commission that artist and cut off the rest of the good clients).
Artist denied that,got blocked from that person , and just today,same thing again. they stalked all the clients and so called ''client'' unblocked the artist to say the same shit again and again.
So the artist has asked from advice from all of you, can they cut off ties with a harassing client ? or they have to fail uni to serve a perv ?
(all the messages are kept by the artist in case they have to report somewhere)

The artist is not a mean person,but the ''client'' has stepped over all boundaries and i think this is the last straw
I hope the artist feels better and hope they're able to recover.
I'd recommend them screenshot/archive whatever the creep said before fully cutting ties with them.
The best thing for the artist to do is block them without saying a word. If the creep starts anything then the artist will have the aforementioned evidence to show who's truely at fault.
