How were you able to find out? Did you get an email alert or were you actively seeing someone else in a chat posing as you?

Also when you got a new number, did you start a completely fresh account on a new device? I ask because depending on the answers to those questions, there's a very real possibility that someone legitimately bought the number and coincidentally also wanted to use telegram, in which case someone else is also probably very confused and falsely flagged right now.

That's just how Telegram works. If your phone number gets recycled, and you don't close the other account, when they sign up for Telegram, it displays your name.
