Steam punk is basically using inefficient steam technology to accomplish tasks currently done with fossil fuels.

If technoligy (sp) came around 100 years later and crystalized steam is whats used to run machienes, with a victorian style clothing

Its a genre of writing or art Based around victorian styles.
The technology in it is solely based around steam technology.

Its hard to grasp it without actually seeing or reading a comic
with that style.

Oh, also, I could be wrong but I think the movie Wild Wild West would be an instance of 'Steampunk'. It kinda meets the descriptions. :P
