Since Telegram has value, either in terms of profits or in terms of its founder's world views, in Russian audience, it will likely try its best to play on both sides (as long as it doesn't result in arests like what happened in France recently).
Any site can be banned. They entered war and (self/government/"country")preservation mode, both sides are rising stakes. People will support that/have no choice, as war is going, it's group behavior based on fear and it's very effective to assert control.
It doesn't end just with site bans of course...
Don't lose your audience, don't lose access to global information, global support (despite how much sanctions from one side and inner measures from another can hinder that) and being able to form a global world view.
Fuck the government's "care" or dictate, as long as there are ways to bypass their restrictions in a sane way, do it.
VPNs still work, even a few free ones, although less and less of them remain unblocked.
There are ways to set-up a private VPN that should be "unnoticed"/uncared for, for longer.
There are things like GoodbyeDPI and its analogs.
There are other ways to bypass it all.
Less and less effective and easy ones, and that's their goal, but there still are.
Don't let the war/sanctions/restrictions/both sides being in war mode/your government telling you what to do, how to behave and think, or just not caring for you since it makes decisions based on majorities/perceived majorities, destroy you, if you wish to keep yourself.
