Anomlous Pokemon

So something I feel like I didn't really do a good job really in the new OC lore-
In this version of the Pokemon universe anomalous Pokemon caused by The Fracutring are fairly common, gaining things like massive size, increased/extreme muscle mass, enhanced phycic and elemental power among other things. In Trip's case it's a rare combo of massive size and extreme muscle mass.
All anomalous Pokemon are required by law to register in every city they enter to receive a permit to even be on the streets/enter businesses as well as given suppression devices to make sure they're mutated traits are kept in check. As a result these Pokemon are heavily discriminated against and often face ostrication from normal citizens. However, everyone also knows that the only thing that can stop a anomalous Pokemon if they go berserk is ANOTHER anomalous Pokemon.
Their treatment is a major political issue in this world and many activist groups for and against them march on the streets of Hearthrob, a city that has a about a 1/3 population of these Pokemon.
