Depends on species and situation. They move, acually. More or less, but the same creature may have them hang low at times, and another time they'll be close to the main body. Anatomical correctness is the key.

Usually low-hangers, I'd say - loose enough that they can move independently of one another, but big enough within their sack that they're not just a couple of marbles in the bottom of a bag five times their size.
