I feel as far as your aesthetic of clean nudity goes, it's a little easier to do topless since it can come off as rather dignified, but bottomless has it's own appeal as a more carefree aesthetic.

But bottomless still has that feeling. It’s rarer. Or maybe it’s just personal preference.
I also like the idea that a woman who otherwise may prefer nudity uses a top with bra to provide comfort and support. But will otherwise go bottomless.

It may be personal preference but I pretty much think the same way myself. Topless is much more common and more accepted, while bottomless feels like something more bold and daring. Also breasts are seen as less tabooed body part than privates so revealing bosom and still wearing panties looks like something that makes sense. But bottomless breaks this rules and turn it upside down (literally) - most "forbidden" part is revealed while "less forbidden" is covered which kind of "makes no sense". And it is something that gives bottomless very special zest.
