I've had that happen before as well. Last one I saw it on was a Dell XPS series machine that I forgot the model number of... but all of the USB ports would remain non-functional until the machine was on for like, 10 minutes. And this was after a reinstall, even.

It doesn't seem to indicate anything terribly bad, but... it's an inconvenience.
