Correct me if I'm wrong but on the subject of Trump calling out the Marines to quell the LA riots I don't think he can do this. There's a law called "Posse Comitatus" that essentially states that the various branches of the military can't be called out to quell uprisings unless authorized by Congress.
There's a shit-ton of things the Fanta Menace couldn't do legally, or even Constitutionally, but thanks to the "Supreme" Court's decision to give him the Executive Order power, which bypasses Congress, he is able (and willing) to do just that.
