Frogger, perhaps? or Dr. Wani from the same series, cuz ticklish villains are the best.

I actually owned and beat frogger the great quest on ps2 as a young ratling! I don't think its a WONDERFUL game lol but I've always liked how they designed frogger himself

The games? Not so good.
The very suspicious foot shots in them? Very good.
Heck, one of them even has the crocodile villain getting a pedicure from his minion.

Amber Isle and Toonstruck sound really cool!

I love toonstuck!! Flux is a pretty kool design. Not to mention that there is straight up tickling in that game lol

For being an enormous dragon with large feet who is stuck in a very easily kinkified situation when you meet him, he rarely gets any foot or tickle artwork, ever.

Big cute Dragon! Now there is an idea, you're right;} im no Zelda grand master, but Wind Waker happens to be my favorite of the 3d games.

Well unfortunatly my gaming-culture is not the best especialy in "obscure" video-games

However I know some than could have a good spot-light there :

Bugzy (even not sure I spell him great XD but he have this face tgan just give you want to destroy him with tickles > 3>...)

Not sure we can consider it as obscure but Sly Cooper and carmelita-Fox also would have a good spot there mostly because of some "obscure" cutscene with some characters like Penelope or Clockwerk.

In the serie of these old games how can't think about Conker or the panther-king (never played it but I still saw it as one of the most obscure game ever XD...).

We not talk about a lot but Zelda majora' mask is probabaly one of the most obscure game of the serie and there I think the Keaton than appear in (and its the once game he exist) would be a funny target to get UwU

I think it have more good character to talk about here but as said my game-culture is very limited in this area so I don't know who suggest more XD...
