It wouldn't improve his ratings, so he doesn't care about that.
Here's hoping that he or his henchmen might screw up and release the wrong files by accident.

And of course they know that those files are chock full of damning evidence against the police and FBI.

I was thinking of that the moment the MLK files were released. X's daughters have been seeking the truth on their father's assassination for decades just like King's children.

They know the truth. They just need the confirmation of it so the guilty parties can be prosecuted.

But of course we can't have that.

How many of the guilty parties are still alive by now?

Not sure, but IIRC some of them are, and it's important to know anyway.
