What was the problem with those sites?

Both I can't comment via Streamlabs, and Piczel wasn't streaming properly

I haven't used picarto in a long time though back when I did watch and chat with an artist that was streaming using it, it seemed to work okay with the artist's video stream, his voice chat, and people chatting with them. I guess they must have screwed it up since that point. I don't recall the artist using Streamlabs though so perhaps that was the problem. It was just a camera, microphone, and an internet connection. I've only seen Streamlabs being used with Twitch and Youtube Live but it's always had problems with those. Especially streamers who wanted to run a game, stream, and use Streamlabs on the same computer.
