I haven't given up on the project. Just in the sort of state where I keep going "I'll just try and produce one page a week and then make the models in Blender and post it once I have everything done in blender and it'll get done in no time" and then I only have enough time before work for the pokemon redraws and then just end up not doing anything after work. So of all the projects I have it is the one I keep trying to keep moving, just still dealing with motivation issues. That said I will probably do an intermediary by at least getting some stuff done to make the process a bit easier by starting to work on a written novel for parts 7-11 (don't want to do 12 cause I want that only to be shown to avoid too much spoilers).
But one thing I want to ask is how should I deal with showing how strong each character is. In particular, currently I had planned on just posting an image of each character's level in part 7 when they're first introduced so you know their name and whatnot. But that brings the whole issue with pokemon in that the way the games are structured just about every pokemon can become as powerful as the legendary pokemon technically in just a matter of weeks from just a bit of training. This is done because you need to be able to beat them so that you can catch them and that means there's no reason why everyone else can't just do the same. Made worse in that most of the time the main legendaries are fought on the way to the Elite 4 of that region, meaning that everyone strong enough to even challenge the leadership of the arenas are often stronger than these beasts of legend theoretically threatening the world. Like Celebi, the pokemon in charge of seeing time is encountered at level 30, meaning Blastoise is stronger than the pokemon seeing through time. Kind of puts a damper on things, doesn't it?
Anyway: 3 ways I see about doing this: 1) remove the level cap and then just massively buff how high a level all the legendaries are. 2) scale everyone's level down significantly even if game mechanics it makes no sense (like make it so that Ryan would be evolving to Blastoise at level 10). 3) Don't actually show any levels themselves and just go with a scale I've actually hinted at once during A True Gift. Which is the class system. No Class = ordinary pokemon. Most would be here. Crescent Class = strong enough to be able to make a living fighting (originally at least level 30). Quarter Class = Able to potentially be region champion (so at least level 50). Gibbous Class = On par with the pokemon of legends (thus elevating them to a scale above Elite 4/champions) (originally at least level 75). Full Class = On par with the strongest of the world (level 100). Eclipse Class = a pokemon so powerful, that only multiple legends attacking at once would stand a chance.
So let me know y'all's thoughts on this.

Still, regarding the legendaries I'd say the levels don't make sense as you said, I think the legendaries (at least some of them) are genuinely holding back as they are effectively allowing the player to capture them but are just barely fighting back to see if they're worthy, it's just a guess/theory on my end though...
